Commanding Officer, 11th Marine Regiment
Col S. C. Allshouse

Colonel Steven C. Allshouse, is a native of Willingboro, New Jersey. He began his military career in October 1992 by enlisting in the Marine Corps Reserve. After graduating from Marine Corps Recruit Depot Parris Island in October 1993, he served six years in the Reserve while attending Richard Stockton College of New Jersey. Following graduation, he taught elementary school for three years before commissioning as a second lieutenant in December 2001.

He subsequently attended The Basic School, graduating in July 2002, followed by the U.S. Army Field Artillery School at Fort Sill, Oklahoma.

His first fleet assignment was with 10th Marine Regiment, 2d Marine Division. In 2003, he deployed as a Forward Observer with the 31st Marine Expeditionary Unit. He later served as a Fire Direction Officer and Battery Executive Officer before assuming command of Headquarters Battery in July 2004 while deployed in support of Operation IRAQI FREEDOM.

In September 2005, he reported to 2d Air Naval Gunfire Liaison Company (ANGLICO). During this tour, he completed the Tactical Air Control Party Course and U.S. Army Airborne School. Serving as a Joint Terminal Attack Controller, Fire Control Team Leader, and Brigade Operations Officer, he completed two additional deployments in support of Operation IRAQI FREEDOM. He then attended the Expeditionary Warfare School in Quantico, Virginia.

Graduating in May 2009, he returned to 10th Marines and was assigned to 1st Battalion. He commanded Battery C for two years, deploying in support of Operation ENDURING FREEDOM from October 2011 to May 2012. Operating from firebases in the Sangin Valley, his battery conducted distributed operations to provide vital fire support across the Sangin and Kajaki Dam areas. He subsequently served as the Assistant Regimental Training Operations Officer before attending the Marine Corps Command and Staff College, graduating in June 2013.

In July 2013, Colonel Allshouse reported to MCRD Parris Island, South Carolina, serving as the Headquarters and Service Battalion Executive Officer. He later transitioned to the Recruit Training Regiment as the 2d Recruit Training Battalion Executive Officer. In June 2015, he was selected as the Director of Drill Instructor School, overseeing the training and graduation of eight drill instructor classes through June 2017.

Moving to the Marine Corps Air Ground Combat Center in Twentynine Palms, California, in August 2017, he served as the Executive Officer for 3d Battalion, 11th Marines. The following year, he transitioned to the Marine Corps Tactics and Operations Group (MCTOG), serving as the Fires and Effects Officer in Charge and Fires Faculty Instructor.

In June 2019, Colonel Allshouse assumed command of 5th Battalion, 11th Marines. Over his two-year tenure, he oversaw the deployment of five batteries in support of the Unit Deployment Program. He significantly advanced rocket artillery integration across MEF-level combined arms exercises and led critical service-level initiatives—including advanced communication systems integrations and launcher upgrades—that streamlined embarkation and elevated overall battalion readiness.

Following command, he attended the Naval War College from 2021 to 2022. He was then assigned to Combat Development and Integration (CD&I) as the Ground Combat Element Division Fires Branch Head. In this capacity, he drove the modernization of the Marine Corps artillery force, integrating NMESIS and long-range fires capabilities. He was instrumental in preserving 3d Battalion, 12th Marines, establishing the Fires Battalion concept of employment, and developing the Marine Littoral Regiment (MLR) fires support concept.

In June 2024, he assumed the role of Branch Head, Manpower Management Integration Branch (MMIB). Facing a severe service-wide personnel deficit, he spearheaded the Operational Staffing Framework, ensuring the Marine Corps could persistently meet its most critical operational staffing requirements. Additionally, as the lead of the PCS Reduction Working Group, his strategic advocacy successfully mitigated OSW-mandated budget cuts, protecting the Service’s ability to maneuver its talent and maintain force readiness.

Colonel Allshouse is married to Colonel Meghan Kennerly; they have three children: Addison, Austen, and Connor.
